Your goal is to cross out numbers in each row and column so that the remaining numbers sum to exactly the target.

Tips for Solving Tally
Start with the easiest rows and columns first. If a target is 0, every number in that row or column must be crossed out. If the target equals the sum of all numbers in the row or column, nothing can be crossed out — every number stays. These two cases are free wins and often unlock the rest of the puzzle.
For remaining rows and columns, look at the difference between the total sum and the target. That's the sum you need to eliminate. Find a subset of numbers in the row or column that adds up to exactly that difference, and cross them out.

Start with rows or columns whose target is 0 — every number in those must be crossed out. Next, look for rows or columns where the target equals the sum of all numbers — every number must be kept. For the rest, trial-and-error with small subsets works well.
